After winning the 74th Hunger Games, Katniss and Peeta return to District 12.  Katniss and Peeta are required to complete a victory tour of Panem, but before they begin, President Snow pays Katniss a personal visit.  He is angry about the way Katniss manipulated the end of the last Hunger Games so that both her and Peeta could survive.  Her defiance has spawned talk of rebellion in the Districts.

The victory tour goes bad from the very beginning.  In District 11, the first stop on the tour and home of Katniss' friend Rue, an act of rebellion is punished with bullets.  Katniss and Peeta continue their tour, but everywhere they go they can sense that the seeds of rebellion have been sewn, and Katniss knows she has convinced President Snow that she isn't a threat.

When Katniss and Peeta reach the Capitol, it is announced that they will participate in the 75th Hunger Games, a "Quarter Quell," in which previous victors from each district must return to the arena.

The rest of Catching Fire sees Katniss and Peeta cooperating with a select group of Tributes to survive in the most diabolical arena ever conceived.

During this thrilling ride, there are countless opportunities to help students explore compelling and important issues.  Behind the exciting story of combat and survival, like the first book of the trilogy, Catching Fire is largely about political oppression, classism, and identity.  These themes can spawn a wonderful diversity of discussion in the classroom.
